Here in Santa Barbara we enjoy beautiful weather year round
and it is a
wonderful place to have your Ceremony AND
your Honeymoon. There are many things of interest. Performing Arts,
Water Sports & Fabulous Roomy Beaches, Canyon & Trail hiking, one
of the Best Zoos in America and a lot of History. Very few Towns can
claim as much as we do. Palm Springs is also very rich in history with
it's glorious
past and the now glamorous present.
The winters here are wonderful, swim, golf , dining, casinos and big entertainment......... much to do and see.
I have performed over to 11,000 Wedding Ceremonies,
and lost track of the Number of weddings I have put together over the last
35 years. Plus I'm a Floral Designer and a Professional Photographer.

Santa Barbara Weddings Is...Penny Goggans & specialized staff. Penny, a Non-Denominational Christian Minister ordained to solemnize marriages and council young people. We are registered with the marriage division of the Santa Barbara County Clerk. Penny has designed flowers, photographed and officiated weddings for over 3 decades. At 15, Penny's first job was in a flower shop sweeping the floors, her training was very heavy in bridal work. Successful and Happy working with Brides, She started The First "One-Stop" Wedding business in Los Angeles, then moved to Palm Springs opened A-1 Wedding World and Chapel Florist. Her services there also included Formal Wear & Catering. Now, in Santa Barbara since 1989 she has chosen to leave the Catering, Tuxes and Gowns off her services. Penny has officiated over 12,000 Weddings. Her feelings about weddings from a simple “I Do” to the most Elaborate...is a joyful event and the stress that comes from bringing all functions together can be and should be eliminated. The excitement of that Special Day is to be expected.......but the unfamiliar and lack of time can cause anxiety. Penny never charges for phone consultation to determine the type of wedding you want & is Happy to Answer your questions concerning Wedding etiquette and cost.

To have your Marriage
Ceremony in the State of California, You must purchase a License in
this State.
In the State of California
Two Marriage License are offered.
Designated County Clerks
Office issues the Licenses. @ Riverside, Santa Barbara, Los Angeles, San
Diego,
Ventura etc,etc,etc.
To many Counties in California to name.
The couple MUST be over
18 .
The two marriage licenses
offered. Regular and Confidential
Both the Bride and Groom
Must apply together in person to obtain a marriage license week-days
from the county clerk.
The Regular Marriage
License is of public record and requires one Witness.
This license may be purchased
in one county and used in another county.
This License is Open for
public viewing and is published in newspapers.
All marriage licenses
are good for 90 days from the time of purchase.
The (so called)
Confidential Marriage License, (when couple is over 18 & living
together).
There are NO witnesses
required on this license.
This license is not open
for public viewing and it takes the Bride or the Groom or a Court Order
to get a copy of it.
Certified Copies of
the confidential Lic.Can be OBTAINED through the mail or in person
at the
County Clerks office ,
in the County where the marriage was performed.
This License has been on Calif. law books for over 100 years.
This license must be
purchased and used in the same county.
THERE IS NO BLOOD TEST REQUIRED IN CALIFORNIA SINCE JAN.1995

for these license.
